Delhi High Court Directs CBSE To Allow Girl With Short Attendance To Appear In Board Exam

NEW DELHI:  The Delhi High Court, yesterday stayed the debarment by CBSE of a girl from appearing in class XII board exams. The girl had already written two tests conducted till now and had requested permission to appear in the remaining board exams. Justice Manmohan granted the girl interim relief to the Delhi-based girl who was short on attendance due to medical reasons. CBSE had earlier allowed the girl to appear in the exam but then debarred her from appearing in remaining exams by passing an order on March 24. The information was passed on to the girl on March 27..

According to Press Trust of India reports, the court said, "Since one of the papers in which the girl is to appear is scheduled for tomorrow, this court till further orders stays the impugned order dated March 24 issued by the CBSE and the letter dated March 27 passed by the school."

The court also directed that the girl's result should not be declared and kept in a sealed cover. The court also said that the present order should not create any equities in favor of the girl and should stick by the outcome of the writ petition.

Advocate Sakket Sikri, who represented the minor girl said that the girl had already appeared for two exams since CBSE had decided to accept her shortage of attendance on medical grounds and now it cannot prevent her from appearing in rest of the exams midway and without any prior notice.

Hindu College imposing discriminatory rules on girls: Delhi minister

Delhi Culture Minister Kapil Mishra has accused Hindu College of imposing “regressive, discriminatory and dictatorial” rules at its for girls’ hostel and sought the intervention of the Delhi University vice-chancellor.
The college announced there would be no admissions to the girls’ hostel following protests by students against high fees and discriminatory rules.
In a letter to V-C Yogesh Tyagi, Mishra said the rules amounted to “moral policing”. Noting the “vast difference” in hostel fees for men and women, Mishra urged him to bring them brought on a par.
“This is incomprehensible, (it) will create resentment among students and is deeply unjust. It is also much higher than the hostel fees at any other comparable Delhi University college,” he said.
The hike fee has irked women students as the male students of Hindu College pay Rs 47,000 as hostel charges but the women have been asked to pay more than Rs 82,000.
“We are still attempting to cage the women in our country under the garb of safety...Why then, are there different rules for students living in hostels? If they are old enough to vote and marry and are subject to the same Constitution of India, why are they not subject to the same rules at a college?” Mishra asked.
The college has formed a committee to look into the issue. The Delhi Commission of Women (DCW) and National Commission of Women (NCW) had issued notices to the college.

Delhi girl rescued from prostitution gang in Rajasthan’s Hanumangarh, hospitalised

Delhi girl rescued from prostitution gang

A 16-year-old girl, who went missing in Delhi on February 23, is receiving treatment at Hanumangarh district hospital in Rajasthan for genital and internal injuries after she was rescued from a human trafficking gang on March 28, police said.
Locals, including traders, took out a candlelight march in Hanumangarh on Sunday evening, demanding arrest of people involved in the girl’s trafficking.
The Hanumangarh police and the child welfare committee (CWC) rescued the girl abducted from Delhi and sold to a Rajasthan woman for prostitution.
Police said the girl’s father filed a case against unknown persons on February 23 at Aman Vihar police station in Delhi.
The girl was conned by a youth, Golu, a relative of her old neighbour Nisha who moved somewhere else in Delhi about a year ago. Golu took the girl with Nisha to a place in Delhi and married her by deceit, police said.
Nisha and Golu brought her to Hanumangarh and sold her for ₹1 lakh to Manju Agarwal, a trafficking and prostitution handler. They then returned to Delhi, police said.
The girl told police that she was assaulted, sexually abused and raped for a week before she got in touch with a woman, who lived in the neighbourhood.
CWC chairman Jodha Singh said they got a tip-off about the girl on March 28 and informed police who then raided the house and rescued her. The girl narrated her ordeal to the CWC.
“Manju forced her to have sex with customers and was supplied to some hostels,” said an officer who was part of the rescue team.
The Delhi police sent a team on March 29 for investigations. Sources said more sections would be added to the FIR after the probe.
Deputy superintendent of police (Hanumangarh circle) Virendra Kumar Jakhar said the victim’s statement revealed that a sex racket involving girls from other states was being run in the district.
Hanumangarh superintendent of police Bhuvan Bhushan Yadav said they were considering registering a separate case for the crime committed in their jurisdiction under the Protection of Children from Sexual Offences Act (POCSO).
After the girl’s trafficking was known, Hanumangarh police raided over a dozen places and arrested 18 sex workers and nine handlers in the last three days. The arrested were booked under the prevention of immoral trafficking Act (PITA).
